Tokom novembra i decembra 2017. godine Envap 3 je nastavio sa podrškom Ministarstvu zaštite životne sredine u pripremi pregovaračkog procesa u poglavlju 27. Nekoliko švedskih eksperata je boravilo u Srbiji sa ciljem podrške kolegama u ministarstvu da bolje razumeju transpoziciju i sprovođenje EU direktiva u sektorima Upravljanje vodama i Kvalitet vazduha. U sektoru Upravljanje vodama organizovana je radionica za dve direktive – Standardi kvaliteta životne sredine u oblasti voda i Podzemne vode, sa švedskim ekspertom Lenartom Sorbijem ispred Švedske Agencije za upravljanje vodama i morima, kao i jedna  vezana za transpoziciju u okviru Direktive o vodi za piće sa ekspertom Vesnom Totić iz opštine Norkoping iz Švedske.

U sektoru Kvaliteta vazduha, dvodnevna radionica je održana na Mašinskom fakultetu u Beogradu, u vezi priprema za pregovaranje nove NEC direktive (2016/2284/EU) u vezi smanjenja emisija. Švedski ekspert Stefan Astrom ispred Švedskog Instituta za istraživanje u ekologiji je učesnicima tom prilikom predstavio metodologiju i prošao praktičnu obuku u GAINS modelu (koji se koristi za proračun krovnih emisija za EU državama tokom pregovaranja za nacrt ove direktive). Radionici je prisustvovalo oko 20 učesnika iz sektora energije, otpada, saobraćaja, poljoprivrede i kontrole emisija vazduha.

During November and December 2017, ENVAP3 continued providing support to the Ministry of Environmental Protection preparing for Chapter 27 negotiations. Several Swedish experts mission to Serbia were organised to assist their counterparts from the Ministry to better understand transposition and implementation of requirements in air and water sectors. In water management sector, a workshop was organised for EQS and Groundwater directives with expert Lennart Sorby from the Swedish Agency for Marine and Water Management, and another workshop for transposition issues of the Drinking water directive with expert Vesna Totic, municipality of Norrkoping, Sweden.

For Air quality sector, two days event was organised at the Faculty of Mechanical Engineering in Belgrade regarding preparations to negotiate new National emission ceilings directive. Swedish expert Stefan Åström from the Swedish Environmental Research Institute provided explanation of the methodology and training for the GAINS model (used to calculate emissions ceilings for the Member States during negotiations of the draft Directive). The workshop was attended by 20 representatives from energy, waste management, transport, agriculture and air emissions control sectors.

Also during this period, the Ministry and ENVAP3 agreed on the approach providing support preparing for negotiations of the Birds and Habitats Directives. This activity will be implemented in close cooperation with the Ministry, national and provincial Institutes for Nature conservation and Faculty of Biology of the Belgrade University.
